Anne was born and raised in Newark, Delaware.  She died 105 years later in Bedford, Massachusetts, three years after the passing of her beloved husband Donald L. Manion to whom she was married for 80 years. She was the middle child born to Lester W. and Elizabeth Jefferson Tarr. Her sister Elizabeth (Betty Brimm) and brother John predeceased her. Anne was the last of her generation in their Tarr and Manion families. Anne was a loving wife, mother, grandmother, and great-grandmother, often a peacemaker and always a lady in the best sense of the word.

After graduation from the University of Illinois in October 1942 Don and Anne married, only to be separated weeks later for three years during World War II.  Upon Don's return they embarked on the life of a railroad family which took them across the northern part of the continent and back again. Their children Gail Anne and Mark Donald were born in Washington State. They lived in nine states during their life together including significant periods of time in Seattle, Washington DC, Chicago, and St. Louis until making their final move to Carleton-Willard Village in Bedford, MA near their daughter. Anne knew that home is not a place; it is where family is present.

Anne focused her life on her family whom she loved deeply. Daughter Gail married Phillip B. Zeman, and they raised two sons, Phillip Mark (wife Kristin and children Phillip Jake and Grace) and Mathew Donald (wife Pamela and children Elsie and Jayce).

Son Mark married Ellen Engler and they raised Mark Jonathan (wife Amy and children Tessa, Jett and Kelly), daughter Lauren Anne (husband Aaron Baker and children Timothy, Mark, Toby, and Bash), and Ryan Alexander (wife Star and children Hailey and Luke).

Anne enjoyed golfing and playing bridge, spending time in church activities, and with her unfailing eye for color and proportion she became accomplished at many forms of design and craft work. At their retirement community she organized off-site trips for residents and was known for her expertise at competitive bridge which she played until low vision stopped her in her late '90s.

A life-long Christian, Anne taught her children well and was active in many Protestant churches, remaining a member at the First Baptist Church in Rockport MA until her passing. Her Memorial Service will be held there on April 25, 2026 at 11:00 A.M. The church address is 4 High St. Rockport, MA
